1/27/10 Missouri Certified Payroll Update Available

According to a Press Release issued by the Missouri Department of Labor and Industrial Relations Division of Labor Standards in December 2009 (view press release - opens in a new window), they have revised the Certified Payroll Form that is to be used by contractors and subcontractors working on public works projects to capture employee wage and hour data.  Sunburst has updated Certified Payroll Solution to meet these new reporting requirements.

This new form should be used by all contractors working on Missouri public works projects beginning January 1, 2010.

This form will require Legal size paper when printing.

Existing  customers, who have an active Annual Maintenance Contract for Certified Payroll Solution with Sunburst Software Solutions, Inc., will be contacted notifying them that they can download the necessary update in order to meet the new reporting requirements.

To obtain the update, please follow the instructions below:

  • Close QuickBooks
  • Start Certified Payroll Solution
  • Back Up your CPS data (Backup & Restore menu -> Enhanced Backup CPS data -> if there is no information in the top white box, click the big ? in the lower right corner, and follow the instructions found in the program help.  You should be backing up your CPS data)
  • From the Help menu -> choose Check for Updates - Windows Vista & 7 Users will be prompted to enter the UAC (User Account Control) password
  • From the Select An Update drop-down menu -> choose Version 5.0.398 this is a TESTED Beta version which is currently being released only to existing customers.  The version number will change in the next few weeks, simply download the next HIGHER version)
  • Click the Download and Install button twice - BE PATIENT while the program downloads and installs the update
  • Click the Close button when the update has finished installing
  • Back at the Select an Update Drop-dwon, choose State of Missouri & City of Kansas City forms
  • Click the Download and Install button twice
  • New customers and trial users will automatically receive this update upon purchase of the CPS program.

This update MUST be installed on each computer that Certified Payroll Solution is installed on!

After Installation - Setting Up CPS to generate the Missouri Departmlent of Labor & Industrial Relations - Division of Labor Standards Form LS-57 Contractor Payroll Records.

Switching to Form LS-57 for existing State Funded construction Projects
From the CPS Linked Data menu -> choose Jobs -> find and double-click on the job name to Edit it -> on the Standard Information tab, click the Edit Authorities button -> click the Add button and set up the information relating to the Public Body awarding this project -> Click Ok -> Done -> Yes to save changes.  Make sure that the Public Body is selected using the drop down menu.

Next, click on the Form Options tab, from the Form to Use drop down menu, choose State of Missouri Form (Legal Size) and make sure that the SSN # Format is set to Show SSN.  Click Ok -> Done -> Yes to save Changes.

The Statement of Compliance for this new certified payroll reporting format is quite complex, as it requires contractors to report the hourly rates for each type of fringe benefit that is either, paid to the Union Hall or a bona-fide plan, on behalf of each employee shown on the certified payroll report.  Additinal requirements include the reporting of the name of the Plan, Fund, or Programs to which these fringe benefits are paid.

Perform the following steps to implement these new requirements:
Start CPS.  From the System Setup menu -> choose Fringe Benefits & Special Withholdings.  Here you will see several Tabs, each with a description of the type of Fringe Benefit that is required to be displayed on the Statement of Compliance.  This is where we will tell the program where to find the hourly rate for each type of benefit by clicking on each tab.

Missouri Fringe Benefit Setup

1.  Paid by Employer or Employee - simply gives you a means of telling Certified Payroll Solution WHO pays this item.

  • This fringe is paid by the Employer means that this item is a Union/Bona-fide plan contribution that is paid by the Employer on the employee's behalf.
  • This is deducted from the employee's check is used in special situations where a fringe benefit is taxable to the employee and is, therefore, first added to gross wages so it can be taxed, and then is deducted from the employee's check, but the money is still sent to the Union/bona-fide plan on the employee's behalf.

2.  Calculation Method because the Statement of Compliance requires the hourly rate for each specific benefit type, and we are unable to accurately retrieve this information from QuickBooks due to limitations within Intuit's own Software Development Kit (which we use to write CPS,) you will need to manually enter these rates within the CPS program using one of the otpions below.  Read through the following explanations carefully, and then write down  somewhere, which method you chose to use.

  • This amount is derived from the QuickBooks paycheck this method is not applicable to any of the Missouri forms, so leave the radio button blank.
  • This amount is calculated by Certified Payroll Solution using the rate entered for each Payroll Wage Item this method is applicable IF you have different QuickBooks Payroll Wage Items that you use for each Work Classification that your employees perform work under.  When you select this option, you will then enter the hourly benefit rates for each payroll item found in the CPS Linked Data menu -> Wages option {see Figure 1 below}.
  • No calculation select this option if the above options do not apply to you.

3.  This contribution rate is enteredd for each Work Classification use this option if you only have a single QuickBooks Payroll Wage Item (such as Hourly Rate or Prevailing Rate) that you use to record time and pay all of your employees with, regardless of their Work Classification.  When this option is selected, you will enter the hourly fringe benefit rates by going to the Basic Info menu -> choose Work Classifications -> double click on a Work Classification used by your company -> click on the Benefits tab and enter the hourly rates here {see Figure 2 below}.

Entering Plan, Fund, or Program Name  - we will be utilizing the Remarks section of the Statement of Compliance to hold this information by following these steps:

  • From the CPS System Setup menu -> choose Statement of Compliance -> click on the WH-348(4) tab and make sure that the option to Use this information as a default for each job has been selected.  Click Ok.
  • From the Linked Data menu -> choose Jobs -> find and double-click on the job requiring the Department of Labor & Industrial Relations form -> click on the Statement of Compliance Optional Fields button -> enter the plan, fund, or program names in Section 4 (c) Remarks.

You are now in compliance with the new reporting requirements of the Missouri Department of Labor & Industrial Relations certified payroll reporting mandates.
